Important Program Update: New Rules Took Effect September 1, 2026

Efficiency Arizona rebates remain available, but federal guidance changed which projects can qualify. The new rules apply to reservations made on or after September 1, 2026.

The biggest change: Efficiency Arizona rebates can no longer be used to replace a gas or other fossil-fuel appliance with an electric appliance. A fossil-fuel system generally cannot be removed as part of a rebated upgrade.

What Changed

• No gas-to-electric rebate projects. Replacing a gas furnace, gas water heater, gas dryer or gas cooking appliance with an electric model is no longer rebate-eligible.
• Electric-to-electric upgrades may qualify. Existing electric equipment may be replaced with an eligible, more-efficient electric model.
• More flexibility for heat pumps. A rebated heat pump no longer has to be the home’s primary heating and cooling system.
• Insulation and air sealing may be required. Some heat-pump projects may need qualifying home-envelope improvements to meet program standards.

Projects That May Still Qualify

• Replacing an existing heat pump with a new, more-efficient qualifying heat pump.
• Adding a qualifying heat pump to a home that already has a heat pump.
• Replacing standard electric HVAC equipment, an electric water heater or an electric dryer with an eligible heat-pump alternative.
• Replacing an electric cooking appliance with a more-efficient eligible electric model.
• Electrical panel or wiring upgrades when paired with an eligible appliance rebate.
• Insulation, air sealing and mechanical ventilation when required or otherwise eligible under current program rules.

What Has Not Changed

According to Efficiency Arizona, the qualified product list and maximum rebate limits remain in place. Eligible households may still receive substantial support for approved electric-to-electric improvements, subject to income, equipment, project and funding requirements.

The program continues to allow rebates for qualifying electrical panels and wiring when they are paired with an eligible appliance rebate. Retail appliance purchase options also remain available for qualifying products.

Eligibility, Savings and Timing

Eligible low- and moderate-income households may receive rebates up to program limits. The amount available for any home depends on household income, existing equipment, selected measures, program approval and available funding. Efficiency Arizona says funding may remain available through 2031, subject to availability.
